Form 1098-VLI Boxes 6 and 7: Original Use and Final Assembly

IRS Form 1098

Boxes 6 and 7 on Form 1098-VLI look like checkboxes. For lenders, they are homework your core was often never built to answer: Did original use of the vehicle begin with this borrower? Was final assembly in the United States?

Wrong defaults here create two problems at once — you file (or skip) the wrong loans, and borrowers get a statement that does not match what they can claim. This page is the ops cut: where to find the answers in your systems, what to do when the fields are blank, and what not to invent. What the boxes mean on the form: line by line. Official rules: Instructions for Form 1098-VLI.

Borrower-side deep dives (link out, do not re-read here): used / original use, VIN / U.S. assembly.

Why these two fields stall filing

Interest, name, TIN, and even VIN often already live on the loan record. Original use and assembly usually do not.

  • Original use is a title / first-owner story, not an APR field.
  • Final assembly is a plant-country story, usually solved from the VIN or the vehicle label — not from “Ford” or “Toyota” on the make line.

If your extract cannot support a real yes/no for Boxes 6 and 7, you do not have a complete 1098-VLI row yet. Leaving them blank or checking them “to get past validation” is how IRIS rejects and borrower complaints start.

Box 6 — original use: what to pull from the file

On the form, Box 6 is checked when original use of the vehicle began with the payer of record (with limited exceptions in the instructions, such as certain death/obligor situations).

In the loan file, look for evidence that this borrower was the first retail owner, not that the car is “new inventory” in a marketing sense:

SourceWhat helps
Deal / funding docsNew vs used / CPO flags; prior owner language
Title / MSO historyFirst title to this borrower vs prior retail title
Collateral / vehicle screen“New,” “used,” mileage at booking, prior lienholder notes
Indirect / dealer paperProgram codes that mark used or program cars

Practical sort:

  • Clear used / CPO / prior titled → Box 6 is not a casual “yes.” That loan often is not an SPVL at all — do not force a 1098-VLI just because interest is over $600.
  • Clear new to this borrower from funding and title → you can support checking Box 6 when the rest of the SPVL tests pass.
  • Demo / loaner / gray → do not guess from sales notes. Get title facts or hold the loan out of the file until counsel / compliance says how you will treat it.

Original use is not “miles are low.” It is who first put the vehicle in service.

Box 7 — U.S. final assembly: VIN first, badge never

Box 7 is checked when final assembly occurred in the United States. Brand and “designed in America” do not answer it.

Order of work for a portfolio:

  1. Confirm you have a clean 17-character VIN on every candidate SPVL (text field — Excel likes to destroy these).
  2. Decode plant / plant country (NHTSA VIN decoder or your vendor’s equivalent).
  3. Check Box 7 only when that source supports U.S. final assembly.
  4. Save the decode or label basis with the filing workpapers for that loan.

If VIN is missing on an older note, stop. Find the VIN from title, insurance, or the dealer package before you file. A blank VIN is not something a checkbox can fix. Step-by-step decode: VIN decoder guide.

Same model year on the lot can split U.S. vs foreign plants. Always decode that VIN.

A short field audit before you build the extract

Open a sample of closed or booked auto loans (not a theoretical template) and answer:

  1. Can we export VIN, year, make, model for every loan we might report?
  2. Can we tell new vs used (or first title) without opening a PDF?
  3. Can we store or join plant country / U.S. assembly (or re-decode VINs in batch)?
  4. Who owns the exception queue when Box 6 or 7 cannot be supported?

If (1)–(3) fail for a big slice of the book, fix the data path before you argue about IRIS credentials. Filing mechanics: electronic filing. Spreadsheet layout: upload borrower data.

What not to do

  • Default every row to checked Boxes 6 and 7 “because we only do auto.”
  • Check Box 7 from make/model lists or marketing sheets.
  • File 1098-VLI on obvious used paper just to hit a $600 interest report.
  • Leave Boxes 6–7 blank on loans you still treat as reportable SPVLs without a documented reason under the instructions.

Bottom line

Treat Boxes 6 and 7 as data requirements, not cosmetic flags. Prove original use from title / new-vs-used facts. Prove assembly from VIN (or the vehicle label). If you cannot prove either, that loan may not belong in the 1098-VLI file — and guessing is worse than leaving it out until the file is right.

Educational information only, not legal or tax advice. Match Boxes 6 and 7 to the current Form 1098-VLI instructions and your institution’s compliance review.
